Is it legal to buy XRP in Brazil?

Brazil set its framework through Law 14.478/2022, the virtual assets law, and the Banco Central do Brasil (BCB) became the lead regulator of virtual asset service providers. In November 2025 the BCB published Resolutions 519, 520, and 521, which took effect on 2 February 2026 and require any company offering crypto services in Brazil to be authorized by the BCB. Existing providers must apply for authorization before 20 October 2026.

The Comissao de Valores Mobiliarios (CVM) regulates crypto assets that qualify as securities. Separately, in 2026 the BCB restricted the use of stablecoins and other crypto to settle cross border foreign exchange remittances, but that restriction applies to eFX settlement and does not stop residents buying or holding XRP on an authorized platform.
