Brazil regulates virtual asset service providers through the Banco Central do Brasil under Law 14.478 of 2022, the legal framework for virtual assets, while the Comissão de Valores Mobiliários supervises tokens that are deemed securities. On 10 November 2025 the Banco Central do Brasil published resolutions, numbered 519, 520, and 521, that set out a fuller authorisation regime for providers. Under the transition arrangements, a provider that was already offering virtual asset services before early February 2026 can continue while it seeks authorisation, and providers that do not meet the transition requirements would have to stop operating after the deadlines the central bank has set.
