The position changed with the Law on Digital Technology Industry, which the National Assembly passed in June 2025 and which took effect on 1 January 2026. For the first time the law recognises crypto assets as a form of property, so ADA can be owned, transferred, and inherited and is protected under civil law. The principal regulator for payments is the State Bank of Vietnam (SBV), while the Ministry of Finance is drafting the detailed rules for crypto asset service providers, licensing, and taxation.

There is an important limit. ADA is not legal tender and is not a lawful means of payment in Vietnam. You can hold it and trade it as an asset, but you cannot use it to settle a bill in place of the dong, and a business cannot require it as payment. On 9 September 2025 the Government issued Resolution No. 05/2025/NQ-CP, which set out a pilot licensing regime for crypto asset exchange services, including a minimum charter capital requirement. As of June 2026 the pilot is in its early stages and no fully licensed domestic exchange is live yet, so residents have generally accessed Cardano through global platforms while the domestic market is established.

The steps to buy Cardano legally

1. Understand the legal limits first

Cardano is legal to own and trade as property, but it is not a lawful means of payment, so keep its use to investing and transfers rather than settling everyday transactions. The licensing regime that will govern domestic exchanges is still being built, so the rules around the platform you use can change. This is current to June 2026.

2. Use a platform that applies identity checks

With no fully licensed domestic exchange live yet, residents have generally used global platforms. Use one that applies identity verification and anti money laundering checks, since the new framework places weight on those safeguards, and confirm the current status of any platform before you use it.

3. Fund and buy ADA

Fund the account through the methods the platform supports and place an order for Cardano. Fees vary by platform and order type, so review them in general terms. Keep clear records of what you paid in dong, the date, and any fees, which will make any future tax position far easier to support.

4. Decide on custody

You can leave Cardano in custody on the platform or move it to a self custody wallet you control. Self custody removes the platform as a point of failure but also as a point of recovery, so you take on responsibility for your own keys and backups.
