Two Royal Decrees issued on 13 April 2025 reshaped the rules. The Royal Decree on the Operation of Digital Asset Businesses (No. 2) requires a foreign crypto service that targets Thai users to secure a licence from the Securities and Exchange Commission, and the Royal Decree on Measures to Prevent and Suppress Technology Crimes (No. 2) lets the Ministry of Digital Economy and Society block unlicensed platforms without a court order. From 28 June 2025, the authorities began blocking a group of unlicensed exchanges.

WhiteBIT does not hold a Thai SEC licence and is not among the licensed digital asset operators. Why WhiteBIT is treated as not available

Thailand has moved to bring foreign platforms that serve Thai users inside its licensing regime. A platform that uses the Thai language or a Thailand related domain, or otherwise targets Thai users, is treated as operating in Thailand and must be licensed by the Securities and Exchange Commission. Unlicensed platforms can be blocked at short notice.

WhiteBIT has not obtained that licence, so it cannot lawfully onboard Thai residents. A resident in Thailand who is considering crypto should look to an operator that holds a Thai SEC licence, and should treat any access to an unlicensed foreign platform as outside the local regulatory protections.
